Purpose
Assists the Board with issues pertaining to flood protection and stream stewardship and to make recommendations relative to the district's priorities and financing policies for flood protection improvements within the zone.

A quorum consists of 50 percent of the authorized membership plus one.

Members include locally elected officials, local agency representatives, and community advocates.

Criteria for Membership
Representative of each city in the watershed, county, and unincorporated area where the area exceeds 25 percent of the watershed, as well as no less than 2 or no more than 4 At Large members.
