How water district board meetings are conducted
Schedule of meetings
The district board is the governing body of the Santa
Clara Valley Water District. The board meets at 5700 Almaden Expressway,
San Jose, to discuss district business every first and third Tuesday of
the month beginning at 9:30 a.m.
Items to be discussed at each meeting are placed
on an agenda which is prepared on the Friday
before each meeting. Copies of written material are provided to each
board member, selected staff, and the news media by the clerk.
Conduct of board meetings
All meetings of the board of directors are
called to order by the chairperson of the board, who then asks the clerk
of the board to call the roll.
Action on items on the agenda is then
begun. One by one, in the order they appear, items are brought up for
discussion.
Several things may happen with regard
to each individual item on the agenda by order or direction of the chairperson,
or by a vote of the board.
- It can be discussed with an ACTION TAKEN.
- It can be discussed, then ordered CONTINUED
until later in the meeting or to another session.
- It can be REFERRED TO THE STAFF of the district
for further recommendation.
It can be dropped by NO ACTION
taken.
Ordinances and resolutions require
a roll call vote for adoption.
Public
comment on any item not on the agenda is scheduled for a specific
time. However, with few exceptions, only items on the agenda can be
acted on by the board.
Special requests-personal appearances
At the request of a member of the board, or at the request of a member
of the public (made to the clerk of the board who in turn addresses
the board), the chairperson with concurrence of a majority of the board
may take out of order any item on the agenda that is not scheduled for
a "time certain." This allows those who must leave before
the agendized item is expected to be discussed to make a presentation
to the board. Presentations should not exceed 15 minutes. If more time
is required the item may be taken up again at the end of the meeting.
Time certain items are placed
on the agenda by the clerk of the board at the earliest time that is
mutually convenient.
Public
hearings
There are several activities of the district which by existing law require
formal public hearings. These are differentiated from the usual public
board meeting and from public meetings conducted by the staff, at which
matters of interest are formally and informally discussed.
Supporting materials
Information and copies of supporting material on any agendized item
are available for public use and review at no cost in the clerk of the
board office in the district headquarters building. If you are attending
a public hearing in a neighborhood location, the supporting materials
are available in the back of the meeting room.
