District Act Amendments Public Meetings
In February of 2008, the District conducted three public meetings to provide an overview of the changes to the District Act and to gather input on those proposed changes.
A summary of proposed changes to the District’s Act included:
- Water Supply - Strengthen the district’s ability to better manage its water supply.
- Capital Projects – Clarify provisions of the Act that were originally drafted prior to the enactment of California Environmental Quality Act (CEQA).
- Tax Exemption for Totally Disabled – Expand the low-income senior special tax exemption to include low-income individuals who qualify as totally disabled under the Social Security Act.
- Board Composition - Establish a seven-member elected board of directors.
- General Clarifications to Act – Revise language to make the Act more transparent and user friendly. Add language recognizing the need to consider climate change impacts in carrying out the district’s mission.
The format of the meetings was as follows:
- Call to Order
- Time Open for Public Comment on any Subject not on the Agenda.
NOTE: The law does not permit Board action on, or extended discussion of, any item not on the agenda except under special circumstances. Comments should be limited to three minutes. If Board action is requested, the matter can be placed on the next agenda.
- Introductions and Opening Remarks. (Chair Kamei)
- Explanation of Proposed Act Changes Approved by the Board (District Staff)
- Public comment and question period. (limited to three minutes per speaker)
- Response to questions and requests for clarifications generated by public comment cards and public comment. (District Staff or Board Members)
- Adjourn
