Baldrige reports


District Wins CAPE Award Second Year in a Row
In December 2006 the Santa Clara Valley Water District was notified it had earned a Silver level Eureka Award for its efforts to improve its organizational performance using the Malcolm Baldrige National Quality Program Criteria under the California Awards for Performance Excellence (CAPE) Program.

The Malcolm Baldrige National Quality Program Criteria is internationally recognized as a leading tool in helping various types of organizations achieve success. The District is one of
several water management agencies using the criteria to assess and improve performance under the auspices of CCE.

In using the Baldrige criteria, the district is learning the importance of having documented systematic processes and aligning its management of resources and people with helping the district meet board policies and fulfill customer requirements. Using the criteria also means conducting a rigorous internal assessment in the areas of Leadership, Strategic Planning,
Customer Focus, Measurement and Knowledge Management, Human Resources, Process Management and Business Results.

The District completed and submitted its assessment to CCE in July 2006. CCE convened a team of trained external examiners to evaluate the district’s assessment, which included a site
visit by the examination team in October, 2006.

Baldrige Eureka Bronze Award and Feedback Report - 2005
In 2005, the Water District raised the bar and submitted the Eureka application. The Eureka Feedback Report was prepared by an independent CAPE Senior Examiner and discloses organizational strengths and opportunities for improvement. CAPE feedback is not prescriptive and is intended to serve as a guide for District management.

In December 2005, the California Council for Excellence announced that the Water District was awarded the Bronze level award for 2005. This recognition signifies the SCVWD's commitment to improvement and excellence.

Baldrige Prospector Feedback Report - 2004
The Malcolm Baldrige Quality Program recognizes organizations that can demonstrate systematic use of best management practices to achieve outstanding results. In California, the California Awards for Performance Excellence (CAPE) is California's regional Baldrige Program. The Prospector Assessment is an abbreviated version of the full Baldrige Assessment.

State level Baldrige programs such as CAPE are used by organizations to learn and improve. The Santa Clara Valley Water District initiated involvement in the CAPE Program in 2003 as a tool to help the District improve the organization and prepare for the future.

The Water District submitted an application for the 2004 Prospector Award. The feedback report was prepared by an independent CAPE Senior Examiner and discloses organizational strengths and opportunities for improvement. CAPE feedback is not prescriptive and is intended to serve as a guide for District management.

As a result of the District's Prospector Assessment and Feedback Report, the District adopted a vision statement “Getting Cleaner, Greener, and Leaner” in response to the District's strategic challenges and to provide strategic direction District-wide. The District also embarked on a multi-year effort to develop a balanced set of performance measures that define key success factors to promote fact-based management.
