RFQ/SOQ and Qualified Consultant List

The District establishes a two-year Qualified Consultant list comprised of various expertise codes for District staff to select consulting firms for potential business opportunities. Prior to the list's expiration, all consultants must participate in the approval process cycle to qualify for placement on the new list.

Every two years,  the District issues Requests for Qualifications (RFQ) to all known firms in the community via the Contract Administration web portal . Firms can submit their Statement of Qualifications (SOQs) to the web site through individual accounts. SOQs are reviewed for conformance to the rating criteria by subject matter experts in each task area. Firms are then approved if found to be qualified to perform regularly used services. Randomly generated numbers  are given to each firm for placement on the list.

During the two-year list cycle, consultants cannot be added to an existing list. However, if a list does not exist for a particular task area or specialized contract scope, the RFQ process will be initiated following the same procedures as during the bi-annual process and a list will be established.

Once a firm is awarded a contract with the District, it will go to the bottom of the list so that other firms rotate upwards. Firms will be given two opportunities to respond to a Request For Proposals. If no interest is indicated, a firm will be moved to the bottom of the list.

The Santa Clara Valley Water District is committed to increasing San Francisco Bay Area contractor, vendor and consultant participation in District projects. This information will help the Contract Administration office to focus contracting outreach efforts to all segments of the community.
