What is the Solvents Program?

The Santa Clara Valley groundwater basin is a critical resource supplying water to 14 cities and more than a million people. The Santa Clara Valley Water District protects this resource from contaminating activities by conducting groundwater protection programs, public outreach, coordinating with regional agencies and local governments, and controlling the manner in which groundwater is extracted from the basin.

The Solvent and Toxic Cleanup Liason Program addresses contaminating activities that use chlorinated solvents, that pose a significant threat to the basin. Such activities include dry cleaners, metal plating shops, printed circuit board manufacturing, semiconductor manufacturing, printing shops, painting, automotive maintenance, and numerous others. The high density of dry cleaners and electronics manufacturing plants in the Santa Clara Valley, together with heavy industry and military facilities, has resulted in a large number of solvent release sites impacting shallow groundwater.
