| 1. Achieve Flood Control in a manner, which will
incorporate the removal of the non-native vegetation from the Guadalupe
River. |
Authorize the development of a sediment and vegetation
removal maintenance management project between the Union Pacific
Railroad and County Marina that utilizes the same approach as the
upstream reaches of the Lower Guadalupe River Flood Control Project
(estimated cost between $500,000 and $900,000). |
Direct staff to prepare a project that includes the
following: Phase I, removal of 7 acres of vegetation and root mass
to a depth of 4 feet on both banks of the Alviso Slough from the
Gold Street Bridge to the County Marina; and then in the following
year a long-term project related to bringing in salt water. |
| 2. Have a temporary K-rail floodwall installed along
the northerly levee of the County Marina and parking lot. |
2a. Approve the filling-in of low spots in
the northerly levee at the marina at a cost of between $50,000 and
$100,000.
2b. Approve the K-rail floodwall
installation at the County Marina (estimated cost of $35,000).

| 3. The Guadalupe River should be restored to redeem
its historical and economical values, which would include restoration
to the creek, wetlands and riparian corridors. |
Direct staff to work closely with sponsors of the
South Bay Salt Pond Restoration Project and with the community of
Alviso to develop marsh restoration goals and objectives and implementation
strategies. |

| 4. Improved management and coordination of the 17
pump stations between Highway 880 and Alviso, which are owned and
operated, by the cities of San Jose and Santa Clara. At least 2
other privately owned pump stations are also known to exist. |
Direct staff to continue to coordinate with San Jose,
Santa Clara, CalTrans, and other pump owners so that pump stations
along the Guadalupe River are managed in a cooperative manner that
best maximizes flood protection for all affected communities. |

staff to come back with analysis and a recommendation on whether
the Board should pursue legislation. |
| 5. Provide Tidal Connection between Alviso Slough
and Pond A8 |
Not direct staff to design or install a tidal connection
between Alviso Slough and Pond A-8 at time, but to pursue integration
of this issue into the South Bay Salt Pond Restoration Project. |
Approve and direct staff to discuss prioritization
and feasibility with the EAC. |
| 6. Remove non-permitted piers and vessels from the
Guadalupe River between Gold street and the County Marina. |
Direct staff to work with Bay Conservation and Development
Commissions and the City of San Jose to remove non-permitted piers,
boats, and watercraft between Gold Street and County Marina |

| 7. Continue to accelerate the Lower Guadalupe River
Flood Control Projects with emphasis on completing the project from
the Gold Street bridge to the County Marina by the end of 2004. |

schedule for the Lower and Downtown Guadalupe River Flood Control
Projects and complete them by the end of 2004. |

| 8. Perform aerial inspection of the bay front and
Alviso Slough levees following ten-year flood events in addition
to current inspection practices. |
Direct staff to conduct aerial surveys of the Alviso
Slough levees whenever flood flows in Guadalupe River spill through
the overflow weir into Pond A-8. The cost for each occurrence would
be approximately $5,000. |

| 9. Raise levees of the floodwalls on the landside
while not adding any fencing or obstructions. |
Direct staff to raise the levee to within 2.5 feet
of the top of the wall to improve views of Guadalupe River at a
cost of approximately $90,000. |

all existing levees and perform maintenance as required. |

five years to monitor changes. Approximate cost to conduct surveys
