Assistant CEO: Rita Chan
Rita Chan is the Assistant Chief Executive Officer (ACEO) of Valley Water. Rita has over two decades of experience working in the areas of engineering and law. She has seven years of civil engineering experience from Los Angeles County Sanitation Districts as well as at Valley Water. Additionally, she has 20 years of experience working as an attorney in private practice and most recently serving as a Senior Assistant District Counsel at Valley Water’s Office of District Counsel.
Over her many years at Valley Water, she has developed extensive knowledge of water supply, flood protection, water resources stewardship, and capital project implementation. She also has litigation and regulatory compliance experience in federal and state laws and regulations on water quality, endangered species, and other natural resources.
In her current role, Rita oversees the Office of Integrated Water Management, which includes the Dam Safety & Capital Delivery Division, and the Business Planning and Analysis, Business Support & Asset Management, Land Surveying & Mapping, and CADD Units. She is also responsible for overseeing and developing short- and long-term goals and objectives for the Watersheds and Water Utility Enterprise business areas and ensuring operations in these areas are strategic and collaborative.
Rita graduated from Santa Clara University School of Law and received a Bachelor of Science in Civil Engineering from UCLA and a Master of Science in Civil Engineering from Stanford University. She is a registered professional engineer and a licensed attorney in the State of California.
