Direct Retrofit Indoor Plumbing (DRIP) Program

Valley Water’s Direct Retrofit Indoor Plumbing (DRIP) Program provides free replacement of old, inefficient fixtures to eligible properties in Santa Clara County. Through this program, qualifying toilets, showerheads, faucet aerators, and pre-rinse spray valves are replaced with new models that meet or exceed EPA WaterSense standards.
Program Eligibility Requirements
To participate in the DRIP program, properties must meet the following criteria:
Property Location
- Must be located within Santa Clara County
- Must not have participated in a previous fixture replacement program in the last 15 years
Eligible Property Types
- Commercial, Industrial, or Institutional Properties
- Apartment Complexes
- Individually-Owned Properties, including single-family homes, townhomes, condominiums, and mobile homes etc.
- The property owner must meet income-based eligibility requirements.
- Exceptions may be considered on a case-by-case basis for renter-occupied properties when the tenant meets the income-based eligibility requirements, maintains an active water utility account for the property, and the property owner authorizes participation by signing the Participation Agreement.
Qualifying Existing Fixtures
Fixtures eligible for replacement must meet or exceed the following thresholds:
- Toilets: 1.6 gallons per flush (gpf) or greater
- Urinals: 1.0 gpf or greater
- Showerheads: 2.0 gallons per minute (gpm) or greater
- Faucet Aerators (bathroom and kitchen): 2.2 gpm or greater
- Pre-Rinse Spray Valves: 1.6 gpm or greater (typically in commercial kitchens)
