Low Income Senior Parcel Tax Exemption

As Santa Clara County remains under a shelter-in-place-order issued by the County Health Officer, the Valley Water mail center is closed to the public. In adherence to current social distancing guidelines, we're reminding everyone not to arrive at the mail center to drop off low-income senior property tax applications at this time. Please use regular mail, and/or email to submit your applications.


Senior Parcel Tax Exemption

Are you 65 years old or older? Live in your own home as your primary residence?

Valley Water offers an exemption for qualifying low-income seniors from the Safe, Clean Water special parcel tax. The tax was renewed and approved by the voters in November 2020.

The application period for the 2021 Low-Income Senior Exemption Safe Clean Water Tax is April 15, 2021 - June 30, 2021.

Program Requirements for 2021

You could be exempt from the tax if you meet all of the following criteria:

  • You were born before June 30, 1957.
  • Your total household income for 2020 was below $60,330. Total household income is the total gross income for every person over 18 years old who lives in the home. It excludes capital gains.
  • You live in and own the home the tax is assessed on.

Please note that mobile homes in parks and homes that are in an irrevocable trust are not eligible.

If you meet the criteria, complete the application and return it with proof of age. Applications and supporting documentation can be submitted via regular mail or as a legible scanned copy via email. Be sure to include a COPY of your proof of age and please DO NOT send us the original. This could be a copy of your driver’s license, birth certificate, passport,or medical card that shows your date of birth.

New to the program?

The Enrollment Period is April 15 to June 30. If you miss the enrollment period, you must wait for the next year to apply.

All new applications must be received by June 30th to be exempt for the upcoming property tax year. Applications must be signed and a copy of proof of age provided. If not, it will be returned to you. 

Already receiving the exemption? 

Once you have submitted the application and it is verified, you do not have to re-apply each year.

If your total household income is above the annual program limits, please complete and return the verification postcard that is mailed in early April. You will be removed from the exemption program, per the requirements of the program.
