CVPIA Water Management Plan

Valley Water imports about half of the water used in Santa Clara County via contracts with the State Water Project and the federal Central Valley Project (CVP).  Every five years, CVP contractors are required by the Bureau of Reclamation (Reclamation) to prepare a Water Management Plan (WMP) to meet requirements of the Central Valley Project Improvement Act (CVPIA). Valley Water as a CVP contractor is subject to this requirement and has completed its 2022 WMP. Valley Water’s 2022 WMP documents its service area characteristics, operations and management of its system, inventory of current water resources, and water conservation and demand management efforts during the past five years.

To ensure compliance with the plan, annual reports on the implementation of Urban and Agricultural Best Management Practices (BMP's) are also submitted to Reclamation in April every year. The reports show that Valley Water continues to implement applicable BMPs to promote water conservation with strong public outreach and school education programs, tracking and managing water loss, optimizing conjunctive use of surface and groundwater, and encouraging the use of recycled water.
